The review undertaken by the Commission for Social Care Inspection used the Short Observational Framework for Inspection (SOFI), developed by the University of Bradford, to systematically capture the experience of care by people who have great difficulties in communicating their feelings and views.

Inspectors used SOFI to see beyond the surface of routine care practice and reveal care that provides maximum dignity and respect to individuals. It helped inspectors to look in detail at people’s emotional well-being, who and what they are engaged with during the day, and how staff relate to them.
